Building Bridges: Circular migration for the continuous exchange of skilled labour

Berlin is in favour of ‘circular migration’ in order to meet the demand for skilled workers, reduce the brain drain and strengthen the international transfer of expertise. Networks and platforms are used to connect skilled workers in order to initiate projects. Incentives such as benefits and further training opportunities encourage skilled workers to relocate temporarily.
